Why commissioning agents are hard to hire

Commissioning agents are hard to hire because qualifying takes years and few people hold the credential. ACG’s CxA application (July 2026) asks for at least 5 years in commissioning, or 3 for licensed engineers and architects, plus at least three commissioning projects. ACG counted 1,216 active CxAs on January 1, 2026. Turner & Townsend’s Lisa Duignan named commissioning agents and engineers among the hardest critical roles to fill (Data Center Knowledge, July 22, 2026).

What a commissioning agent does

A commissioning agent, or commissioning authority (CxA), leads the team that proves a building’s systems work as designed before handover. In a data center that means generators, UPS, electrical distribution, chillers and controls, tested piece by piece and then as one integrated system.

ACG describes its CxA credential as open to “independent industry professionals who lead, plan, coordinate and manage commissioning teams”. Large owners may contract the agent and hire a manager to oversee the work: Microsoft’s Commissioning Manager ad in Pecos, Texas (posted October 8, 2026) has the manager run the contracted Commissioning Agent. Our commissioning manager role page covers that role.

The credential path takes years

Three commissioning credentials use the same four routes in: ACG’s Certified Commissioning Authority (CxA), BCCB’s Certified Commissioning Professional (CCP) and ASHRAE’s Building Commissioning Professional (BCxP). We read each body’s requirements on October 11, 2026.

Route inExperience required
Licensed architect or professional engineer3 years in commissioning
Bachelor’s degree in building sciences5 years in commissioning
Two-year or technical degree, or a bachelor’s in another field8 years in the building industry, 5 of them in commissioning
High school diploma or GED10 years in the building industry, 5 of them in commissioning

Experience is only the start.

  • Projects. ACG and ASHRAE require at least three commissioning projects. ACG excludes one- and two-family homes and wants each project verified by a third party.
  • An exam. ACG’s CxA exam is multiple choice and based on US Department of Energy occupational guidelines. BCCB sets a CCP passing score of 76.66, with three attempts within one year of approval.
  • Independence. ACG’s CxA handbook (February 29, 2016) says a CxA must work for an independent commissioning firm with no tie to manufacturers or installing contractors.
  • Renewal. The CxA, CCP and BCxP all recertify every three years.

A note on names. The CCP is issued by the Building Commissioning Certification Board (BCCB). BCCB says the Building Commissioning Association set it up and that it became a separate body in 2004. The CCP is not an AEE credential. The Association of Energy Engineers (AEE) issues the Certified Building Commissioning Professional (CBCP), which requires approved training.

Employers often treat these credentials as preferred, not required. Oracle’s Lead Principal Data Center Commissioning ad in Abilene, Texas (posted October 5, 2026) lists the CCP and CxA among preferred certifications, and Microsoft’s Commissioning Manager ad lists a commissioning certification as preferred.

The certified pool is small

In the 12 months to December 31, 2025, ACG approved 145 people to sit the CxA exam and 84 passed, a passing rate of 58%. As of January 1, 2026, there were 1,216 active CxAs (ACG, read October 11, 2026).

Read that number with care. It counts one credential, covers building commissioning in general rather than data centers alone, and leaves out people who hold the CCP, CBCP or BCxP, or no credential. None of those bodies published a holder count on the pages we read. Still, ACG’s figures show the scale: 1,216 active CxAs on January 1, 2026, and 84 new passes in the year before.

Demand is at a record

Every new megawatt has to be commissioned before handover. CBRE counted 7,481 MW of data center capacity under construction across eight primary North American markets in the first half of 2026, above the previous high reached in 2024 (CBRE, August 27, 2026). In the same release of August 27, 2026, CBRE put more than 80% of it already preleased, up from 74.3% a year earlier.

The workforce that builds and commissions that capacity is stretched.

  • Contractor capacity. Turner & Townsend says data centers are now the most constrained sector globally for contractor capacity, with over 70% of the 112 markets it analyzed reporting tightening or overstretched capacity. It reports 87% of markets with mechanical, electrical and plumbing trade shortages, and approximately 79% of North American markets reporting shortages or severe shortages (Turner & Townsend, July 8, 2026). These figures count markets, not firms or people.
  • The hardest roles. Lisa Duignan, director of global data centers at Turner & Townsend, told Data Center Knowledge: “The most challenging critical roles to fill are currently senior electrical leads, HVAC professionals at the forefront of newer cooling technologies, and commissioning agents and engineers” (Data Center Knowledge, July 22, 2026).
  • Operators. In Uptime Institute’s 2026 survey, 53% of operators reported difficulty finding qualified people for vacant roles, up from 46% in 2025, and 28% said competitors had hired staff away (Uptime Institute, July 2026). Uptime also found electrical skills gaps reported by 38% in 2026, up from 25% in 2023, and notes that the construction of very large data centers “amounts to gigawatts of new electrical infrastructure being built, commissioned and operated.” Uptime’s 2026 survey is global: more than 800 owners and operators responded, 52% of them in North America and Europe.

What a hiring team can do

You cannot grow the certified pool this quarter. You can widen who you consider and keep the people you hire.

  1. Hire for the work, not only the letters. Where the credential is preferred, screen for what it certifies: witnessed functional tests, integrated systems testing and turnover on comparable projects. CAI’s commissioning project manager ad asks for experience leading data center projects of at least 4 MW; Olsson’s senior agent ad asks for 8+ years in commissioning.
  2. Use the routes in. A licensed professional engineer can apply for the CxA, CCP or BCxP after 3 years in commissioning rather than 5. BCCB describes its Associate Commissioning Professional as “a stepping stone” toward the CCP, and AEE offers a CBCP in-training route valid for six years.
  3. Fund the credential. CAI’s ad says “we invest in YOUR future, and commit to hands on certifications as well as professional training.” Uptime recommends that hiring managers “expand past successful partnerships with local trade schools and community colleges”.
  4. Know where certified agents work. If ACG’s 2016 independence rule still applies, a CxA sits in an independent commissioning firm. An owner or contractor that wants one therefore contracts one, and may hire a commissioning manager in house to oversee the work, as Microsoft’s ad describes.
  5. Pay to the published market. Uptime says many operators have long responded by increasing salary spending, both to keep staff and to hire trained people from competitors. Our Compensation Benchmarking work ties every figure to a named, dated ad.

In practice

If you need a certified agent on a data center program, expect to look nationally and to compete with independent commissioning firms, operators and hyperscalers for the same people. Decide early whether the role needs the credential or the experience behind it, consider engineers one step from eligible and set the offer against the ranges above. For a permanent search for a commissioning manager or CxA lead, see Engineering Search. We agree the shortlist timing with you at the brief call, based on the role and the market.

What we left out

  • Holder counts for the CCP, CBCP, BCxP and NEBB’s CxCP. None was published on the pages we read.
  • The current CxA exam format. ACG’s 2016 handbook gives one, but ACG now refers to an updated exam. The independence rule comes from the same handbook and may also have changed.
  • What each credential costs to apply for.
  • Data Center Knowledge’s figure for MEP shortages. It differs from Turner & Townsend’s own release, which we cite instead.
  • Workforce and spending estimates quoted in news coverage without a stated method.
  • Hourly figures for contract commissioning work. They are not employer pay.
  • A count of everyone who does commissioning. We found no official occupation count for it.

Questions

What is the difference between a CxA and a CCP?
They come from different bodies. The AABC Commissioning Group (ACG) issues the CxA, and the Building Commissioning Certification Board (BCCB) issues the CCP, though both certify people who lead commissioning teams and use the same four experience routes. The CCP is not an AEE credential; AEE’s own commissioning credential is the CBCP.
How many certified commissioning authorities are there?
ACG reported 1,216 active CxAs as of January 1, 2026. That counts one credential only, and many people who do commissioning hold the CCP, CBCP or BCxP, or no credential. None of those bodies published a holder count on the pages we read on October 11, 2026.
How long does it take to qualify as a commissioning agent?
Between 3 and 10 years of experience, depending on the route in. ACG, BCCB and ASHRAE ask for 3 years in commissioning for licensed architects and engineers, 5 years for building-science graduates, and 8 or 10 years in the building industry, 5 of them in commissioning, for everyone else (read October 11, 2026). Applicants also need qualifying projects and an exam pass. In the 12 months to December 31, 2025, 84 of the 145 people ACG approved to sit the CxA exam passed.
Do we need a certified agent, or will experience do?
Experience often will, unless your contract or owner standard calls for a certified agent. Many employers list the credential as preferred, not required. Oracle’s Lead Principal Data Center Commissioning ad (posted October 5, 2026) lists the CCP and CxA among preferred certifications. Where the credential is optional, screen for witnessed functional and integrated systems testing on comparable projects.
What do commissioning agents earn?
Olsson advertises its remote Commissioning Agent - Data Center role at a national pay range of $90,000 to $140,000, and its Senior Commissioning Agent at $117,000 to $210,000 (both posted April 14, 2026, read October 11, 2026). Manager roles run higher. Microsoft’s Commissioning Manager ad (posted October 8, 2026) gives a typical US base range of $119,800 to $234,700.
Is the shortage getting worse?
On the measures we have, yes. Uptime Institute’s 2026 survey found that 53% of operators had difficulty finding qualified people for vacant roles, up from 46% in 2025 (Uptime Institute, July 2026). CBRE reported a record 7,481 MW under construction in the first half of 2026, all of which has to be commissioned (CBRE, August 27, 2026).
